The Convergence of Vision and Action

Aparicio Agrarian Reform Beneficiaries Multi-Purpose Cooperative traces its organization during the time when insurgency was at its peak. Before Ibajay Upland was launched as an Agrarian Reform Community (ARC) in 1999, the place was categorized as timberland and remote. Being distant and inaccessible, the area has become a breeding ground of the insurgency movement. Government projects and programs hardly reached the place.

It was in 1997 when the 6^th Infantry Battalion, assigned in the upland barangays of Ibajay, Aklan, organized the Aparicio ARBs MPC. Sagip Bukid, a non-government organization, later assisted the cooperative. When Ibajay Upland ARC was launched in 1999, it became the people’s organization by the Department of Agrarian Reform (DAR) and other government agencies such as the Department of Agriculture (DA), Fiber Industry Development Authority (FIDA) and Department of Trade and Industry.

Aparicio ARBs MPC was registered with the Cooperative Development Authority (CDA) in October 1997 initially with (15) fifteen members. The coop had a capital build-up of P7,500.00 to start their consumer store. From then on, the cooperative has developed into an established and well-managed organization that records 206 members to date and engages in lending, food catering, rice production/ trading and copra trading.

With the support services of the Department of Trade and Industry Region (DTI) and the Cottage Industry Technology Center (CITC), the cooperative has a newly constructed Production Center and is now into abaca twining and sinamay weaving.

The opportunities and grants received by the cooperative emphasize its role in sharing their livelihood projects as well as supporting the neighboring barangays in the municipality. Such support may be in the form of backward linkages for labor and raw material sourcing. Being a member of KALAHI Rebel Returnees, the responsibility of the cooperative in broadening the scope of income generating activities in nearby areas/ barangays takes on a nationalistic significance.

The continuous development of Aparicio ARBs MPC and Brgy. Aparicio over the years reflect the collaborative efforts and vision of government line agencies and the beneficiaries to improve life at the grass roots level. It is remarkable to note that the once depressed and isolated place is now geared towards worker skills empowerment, trade and business to become a significant contributor for economic development.

Staff Development Training 2005

TITLE: ENTREFARM Game

VENUE: Racso’s Woodland Mini Hotel and Wildlife Resort, Guimbal, Iloilo

Participants: DTI-CARP VI Staff

Target Date of Implementation: 14 – 16 December 2005

Rationale:

The Entrefarm Game is one the entrepreneurial/ managerial trainings conducted for Farmer Beneficiaries (FBs). Its popular use with DTI-CARP assisted training is due to the fact that the modules of the training were designed primarily for farm-level projects. Also, DTI-CARP staff were trained to conduct the same.

However, due to the turnover of staff in the recent years, all DTI-CARP staff trained to conduct the Entrefarm Game have either joined the DTI-Regular workforce or left DTI. In this regard, there is a need to conduct a staff development training on the Entrefarm Game for the newly-hired and existing DTI-CARP staff. This is to ensure that the knowledge learned by those who were able to attend the same seminar given by experts are imparted to the existing CARP staff so that they can also offer the training for the Farmer Beneficiaries of the program.

Objectives:

• To equip the DTI-CARP staff with the knowledge and skills in the conduct and facilitation of Entrefarm Game;
• To introduce the newly-hired DTI-CARP staff to the processes involved in the preparation, conduct and evaluation of an entrepreneurial/ managerial training like Entrefarm Game;
• To improve the materials of the Entrefarm Game through the inputs of the individual staff from their personal experiences and insights in their dealings with farmer beneficiaries; and
• To nurture a healthy and harmonious working relationship among DTI-CARP staff through their social interaction in the course of the training.

Description of the Training Program

The Entrefarm Game was developed by the Passion for Perfection Consultancy in Quezon City, Philippines in order to be used as a centerpiece training tool for helping farmers to become enterprising. It is a training instrument which can effectively serve as the bridge in the linking of farm-based activities of coops and private farm operators to off-farm processing and industry-focused economic activities.

Training Objectives:

• Increase in entrepreneurial awareness;
• Improve pricing and costing decisions;
• Enhance negotiating skills;
• Appreciation of income and expense relationships;
• Better assessment of business/ livelihood projects; and
• Effective, efficient and productive management of farms/livelihood.

Expected Output/ Deliverables:

The expected outputs/ deliverables of the activity are as follows:

• Enhancement of DTI-CARP staff’s ability to conduct and facilitate ENTREFARM Game;
• Improvement of ENTREFARM Game training materials to better suit the needs of farmer beneficiaries;
• Familiarization of the DTI CARP program for newly-hired CARP staff.

Anticipated Results/Outcomes:

• Creation of competent in-house resource persons for the conduct of ENTREFARM Game Seminar-workshop;
• Farmer beneficiaries will have a better appreciation of the training modules with the use of localized training materials; and
• Development of harmonious relationship among CARP staff through sharing of ideas and social interaction.

Learnings:

Course Content: Record Keeping and Planning are just two of the many important practices promoted by the Entrefarm Game. If only farmers are able to apply this to their actual personal endeavors, they will be able to see a clearer picture of their income generating projects as a source of income rather than a source of expenditure.

Course Delivery: As facilitator, it is important to consider the level of understanding of participants. Ample time should be given during the workshop especially during the planning stage and the report preparation stage so that the farmers will not only be able to report the right figures but more so, to understand the meaning of those figures and its significance to their livelihood. As a whole, the facilitator should see to it that the training will be an interesting one so as not to bore the participants.

Evaluation:

Course Content: All topics discussed were relevant and were able to meet training objectives

Trainer/ Resource Person: Engr. Petinglay was able to enrich the materials of the training through his experience in conducting Entrefarm Game to farmer- beneficiaries. As a trainer, he handled the questions very well and was able to pace the delivery of the discussion very smoothly. He welcomed suggestions at the same time, he did not hesitate to share his tips on making the training more engaging for farmer-beneficiaries.

Training Management: Although the workshop had to extend up to 10:00 pm, the participants hardly noticed the time since they were already enjoying. The venue served good food and provided the necessary audio-visual equipment. The secretariat was able to photocopy the materials needed for the participants. However, there was not enough manila paper to be used for the presentation of the reports. Nevertheless, the participants made use of what was available.

Recommendations:

It would be best if this training is followed up by a training on BEST Game facilitation. The BEST (Business Expense Savings Training) Game is an entrepreneurship tool which focuses on the manufacturing process and the effects of business decisions in a simulated environment.

BEST Game introduces participants to the concepts of the basic business cycle, planning the best use of capital for conflicting demands, maintaining a positive cash flow , the importance of keeping records, understanding demand and supply and reaching the customer and improving ones business.

Considering that many of the clients of DTI-CARP are not only involved in agricultural production, their knowledge in the facilitation of the BEST Game will enable them to conduct their entrepreneurship and managerial training in a more engaging yet equally effective approach.

Who Are We?

The DTI-CARP's SMITTDP is primarily in support of the government's thrust towards economic development of the countryside through rural industrialization. It shall, primarily, work for the realization of these objectives:

1. To tap the idle manpower of farmer-beneficiaries and their immediate families thereby stimulating industrial activity in the countryside; and
2. To harness the landowners' land compensation toward investments in viable industrial projects in their respective communities, municipalities, provinces and/or regions, thereby providing local employment opportunities and ultimately spurring countryside development
   

We abide with the following principles:

1. The socio-economic development of the agrarian reform beneficiaries in the priority agrarian refom communities is of central importance. All program activities and projects shall directly benefit the farmers, affected landowners and their families; and
2. The DTI-CARP shall be consistent with the focus of the Department of Trade and Industry
